There are three elements of negligence: that the defend
ant owed the plaintiff a duty of care, that the duty of care
was breached and that the plaintiff suffered an injury as a
consequence (which was reasonably foreseeable). Receiving
an antibiotic 2 hours late, although a medication error, is not
negligence as it would be highly unlikely that the individual
would suffer an injury as a consequence.
