The formula of moles is: moles=mass/atomic mass    or    n=m/Ma
Since m is constant, we see that, smaller atomic mass means more moles. Because of that, the atom with the smallest atomic mass has the most moles.
The atomic masses are (you can find these at a periodic table, like http://www.ptable.com/ )
Na -> 23
C -> 12
Pb -> 207.2
Cu -> 63.5
Ne -> 20.2
So, our answer should be C.

(alternatively, we can find the moles for all these atoms by replacing the m and Ma at the formula and then chose the atom with the most moles.)
