Design specifications are more difficult to write than performance specifications since they have to include precise details that are created by the engineer writing the design specifications. Design specifications include detailed descriptions on how an item or a project is to be built by a contractor. They include specific standards that describe precise measurements, tolerances, descriptions of the materials to be used, inspection requirements, and the quality that has to be maintained during construction (Bockroth, 2000). Performance specifications are easier for contractors to implement than design specifications because they mainly focus on providing a description of the end result and not on how the end results have to be achieved during construction. Performance specifications provide contractors with latitude in the manner in which they achieve the end results.

An owner would require bid bonds on his or her construction project because it would ensure that if the lowest bidder is awarded the project they would sign the contract or the owner would be entitled to the difference between the amount of the lowest bid and the second lowest bid up to the total value of the bid bond from the surety company.
