Eisenhower wanted to create a Republican Party that was not driven by ideology. He was a fiscal conservative and the New Deal and Fair Deal programs offended his sense of the proper role of the federal government. At the same time, he was not to the far right on most matters. He was a determined internationalist who kept the United States active in the UN and NATO. He was determined to balance the federal budget and not likely to launch major new programs, but not roll back the major New Deal initiatives either.
