The Soviets agreed to remove the missiles in return for an end to the quarantine of the island and a promise that the United States would not invade. The United States also agreed to remove its missiles from Turkey but did not announce its decision. Both leaders quickly took steps to avoid a repeat of the crisis and new communication systems—especially a “hot line” from the Pentagon and White House to the Kremlin—were set up so there would be no delay in communication in any future crisis.
