Your text discusses the fact that public schools did not historically provide special education programs for children with disabilities. "[R]ather, they simply accommodated such children as best they could, usually by placing them in regular classrooms." The situation began to change when Federal legislation provided funding for special education teachers and programs grew by leaps and bounds. Some would argue that we have now gone full circle and the policy of inclusion has once again created a situation where the classroom teacher is responsible for students with disabilities.
