It's definitely dangerous, but that's the case all over North America. Over here, it's automated, so 5 km's before the train crosses, warning signs and a gate is activated to prevent crossing.

Most of the Drivers (Two,Three & Four Wheeler vehicles) have Smartphones & Cellphones. Some may or may not use Google maps.

Is it technically feasible to implement these solution?

About a distance of 1 Km - 3 Km before the Level crossing, the Drivers get alarming ringtones bells on their Smartphones / Cellphones indicating them that they are approaching a Level crossing.

It is possible, but they'd have to implement that technology in the railways too. In India, are trains governed by the government? (I'm unsure) If so, this is a great idea. Also, how many accidents occur each year at train-crossings?

The Unmanned Railway crossings have to be removed or Bridges / Underground Subways to be built as an alternative for level crossings.

There are serious accidents resulting in deaths & major casualties - permanent disabilities.

Yes, In India, Trains are governed by the Government.

So the above Solution is possible by designing & building a Smartphone app?

It'd require more than that, since smartphones aren't always reliable. For instance, if the internet is down, then there'd be a problem. Satellites would be needed to track the trains and perhaps bluetooth stations (or kiosks) at every crossing so that people without smartphones may also have access to this information. Radars may also be needed to track the distance of the trains as the approach each crossing. At the 5 km mark, it'd trigger the system to send messages to people nearby the crossing. It's more complicated than just building an app, I think
