Answers will vary but should recognize both sides of the issue. For example, when prisoners could get Pell grants they received less than 1 percent of those offered annually and that would have had a negligible affect on the money available to students not in prison. Further, the long-term benefits such as greater employability postrelease, may outweigh the minimal financial cost to taxpayers. On the other hand, why should criminals be rewarded with a college education? Further, even if only a few law-abiding college students are unable to receive grants because they went to prisoners, that "few" is still too many.
