In any police organization, offers needs to keep things short and simple. Not every person you get in contact with will know the specifics about the law, therefore the use of police-specific jargon should be kept to a minimum. People are less likely to respond with over-complicated, unfamiliar and/or technical terms.

Another barrier is not being able to communicate non-verbally. Police officers are trained to look, act, and behave like authoritative figures wherever they go. This is what allows police officers to establish and maintain control of a situation simply by being there, without necessarily having to say anything. If an officer hasn't established this effect, whether it be with their body language, voice, gestures, and touch, it will make them less effective as a law enforcer.

Another barrier is that words have different meanings to different people. That is, because individuals are different, they attach different means to the same words. When an officer is faces with the task of creating understanding, whether it be giving a breakdown of an incident to a reporter or passer-byer, law enforcement officials must assist the public in applying the appropriate meaning to statement delivers to the community. Otherwise, things may get understood, resulting in an unnecessary panic.
