Substrate-level phosphorylation doesn't require the presence of oxygen, where as the other one does - as the name implies "oxidative". Glycolysis is the process associated with substrate-level phosphorylation, and the total ATP produced, the net amount, is two ATPs. This is relatively low compared to oxidative, which is driven by a proton gradient, ATPase, and oxygen as the final electron accepter.
