A bill of rights was not included in the Constitution till the year 1787. Alexander Hamilton believed that constitution offers rights to all the citizens already and thus, it is not important to include another bill of rights because that is of no extra use. His opinion was considered as federalist reply.

If this would have happen meaning bill of rights would have been included that would have limit the rights of all the individuals in the society as it won't list all of them .
