B, C, and D are the powers of Congress that are named or listed in the Constitution.

B. Declaring war is a power granted to Congress under Article I, Section 8, Clause 11 of the Constitution.

C. Establishing a post office is a power granted to Congress under Article I, Section 8, Clause 7 of the Constitution.

D. Regulating interstate commerce is a power granted to Congress under Article I, Section 8, Clause 3 of the Constitution.

A. Establishing a national bank is not explicitly listed in the Constitution as a power of Congress. However, the Supreme Court case McCulloch v. Maryland (1819) established that Congress has implied powers to take actions that are necessary and proper to carry out its explicitly listed powers. One of the implied powers is the power to establish a national bank.
