How exactly does laser hair removal work? I have heard it has to do with the hair pigment against skin color contrast. But what about that makes a laser target the hair root?

The lasers works by scarring the hair follicles embedded on the skin. They are not powerful enough to damage the keratinized skin, but can penetrate deep enough into the pores to impair the hair-producing cells.

Is there a way to make a laser target light colored hair against darker skin? Maybe a different wavelength?

I don't think so. The machine is designed to target follicles; if a person has thick hair, more heat is applied. But again, we're not targeting the hair, but the follicle itself.
