Make the equation like this:

y = f(x - 2) - 2

Basically, you're shifting all the points on the graph f(x) 2 units to the right and 2 units downward. 

In a horizontal translation, only the x values change.  In this case, add 2 to each of the x values.

In a vertical translation, only the y values change.  In this case, subtract 2 to each of the y values.

Your new points should be as follows;

(-4,2) will become (-2,0)

(-2,3) will become (0,1)

(3,3) will become (5,1)

(4,1) will become (6,-1)

I've attached your new graph.  Just connect the lines.
