Are both Na+ and K+ voltage gated channels closed during the resting state of the action potential?

how about for the other phases?

Voltage-gated Na+ ion channels are closed during the resting potential (-65mV).

Resting potential is maintained by the sodium-potassium pump which actively transports 3 sodium ions out of the neuron for every 2 potassium transported in which keeps it more negative on the inside (polarised).
