To what extent are victims of trash-truck crashes part of the real cost of waste disposal (i.e., that part of the cost not reflected in the price paid to landfill operators, etc.)? In your answer discuss whether you think this is a “fair” question and state your reasons.

Another example of externalities, in this case, deaths and injuries from trash-truck crashes. Should trash haulers have to purchase extra insurance? Post a bond to operate? The fairness of the question may be criticized by some, who might respond that all activities carry some risk, and only those who do not generate waste could be considered without responsibility.
