b is semi-correct.  They do expect to form black holes, but they are expected to be very short lived because they are not at all massive, and Hawking radiation appears to have been seen in previous collider attempts at lower-powered facilities.

I don't think your other responder is really incorrect...

None of these choices is very good.  They want to study energetic collisions, and previously the daughter product were moving at nearly the speed of light.  This way, they have some hopes of being able to get better detail on what comes out of the collisions.  Additionally, the energy levels are getting higher, so they hope to see new interactions, new mysteries to look for.
