Will I be able to someday get a job in nascar industry, for a team or at a track, or for nascar itself, with an 4 year engineering physics degree or will a 2 year technical certifcate from a technical school offer the same or more chances?

An engineering degree means more, but without any real hands on experience working on race cars, you'll still have trouble getting a job in Nascar's top 3 divisions. A technical degree doesn't account for all that much. Bottom line is you need to work on race cars and know what you're doing. Doesn't matter if it's a street stock, formula ford, or a late model stock car.
