right IC --- i was going to say ensure that stat laws do not violoate.... but after reading further your right

An important role of U.S. courts, under our system of judicial review, is to make sure that statutory laws and administrative usages do not violate the Constitution. Judicial review is America’s great contribution to governance, and since World War II most democracies added some sort of judicial review.
