Over 160 countries have currently signed the Kyoto Protocol to reduce manmade emissions responsible for climate change. The United States hasn't signed the treaty because
A) the representatives to the treaty don't believe CFCs are the problem.
B) it doesn't require major developing countries to reduce emissions.
C) the United States produces very few CFC emissions, so they're not affected.
D) the Kyoto Protocol is not a valid representation of reducing emissions by accord.
