 We observe a "cloud" rising from the chimney, so the air leaving the house must be condensing when it interacts with the outside air. Therefore, the air reaches its dew point (it is saturated) once it gets outside. This implies that the air inside the house is unsaturated, or above the dewpoint. Probably this is because it's a cold day, and the interior of the house is heated. Warmer air can hold much more water vapor than cold air, so it would have a lower relative humidity than the outside air.
