Plants from both the chaparral and the Arctic have waxy coatings even though the temperatures in the two biomes are vastly different. Why?

In both biomes, water is available during only a brief season: the rainy season of the chaparral and the summer in the Arctic. The waxy coatings are an adaptation of the plants native to those regions to retain moisture during the dry times.
