As for the difference, sometimes the lines can become blury in separating the differing agendas. For example, a domestic terrorist group in Palestine may consider itself a "liberation army" and direct attacks at Israeli soldiers and citizens. But if a country like the USA funds the Israeli army and gives it weapons, the Palestinian group may then add USA targets as enemies.
