Chlorine 39 means that the mass number is 39 (protons + neutrons).  Chlorine has to have 17 protons, or it won't be chlorine.  so that leaves 22 neutrons.  The charge is neutral, so the electrons equal the protons (17).

Chlorine 39 has a mass number 4 higher than that of the Normal Cl-35, which has 17 Protons, 18 Neutrons and 17 Electrons.
Cl-39 therefore, simply has 4 more Neutrons than Cl-35 with no other differences.
