why are there different body forms among insects and vertebrates when in fact gene expression patterns are remarkably similar for both?

(Note that homeobox genes of insects are homologous to that of vertebrates.)

Gene expression is the most fundamental level at which genotype gives rise to the phenotype. The genetic code is "interpreted" by gene expression, and the properties of the expression products give rise to the organism's phenotype.Homeobox genes encode transcription factors which typically switch on cascades of other genes.
Hence, it is the process related to the genetic make up not to body forms.
