Yes! This is typically what happens. In fact, a measurement of mRNA levels is an indicator of how active the gene is. It is much more efficient to have several mRNA's of a single gene to make a particular protein then waiting or just one copy to make all the protein the cell will need. A lot of this expression is very time sensitive so the cell needs to be able to turn on gene expression very quickly. The more mRNA you make, the faster the protein is made, the faster the signal is activated.
