Are there any species that are not evolving at all? Or is there no species living at Hardy Weinberg equilibrium?

No natural species are at equilibrium, because one of the Hardy-Weinberg equilibrium requirements is "NO natural selection,"  and all natural populations are subject to natural selection (except humans, who don't play that "game").
