Hardy-Weinberg is a mathematical approach to figuring out allele frequency in the population.  From the square root of the frequency of homozygous recessive individuals, one can make predictions on the frequency of any two allele system in a population.  Those predictions are based on random mating, and equal survival of all phenotypes/genotypes.  If the predictions fail, then some of the assumptions must not have been met.
