The government is considering strengthening its regulation of the safety of children's toys.  The additional regulation would reduce the likelihood of a child getting hurt and bring net benefits valued at $50 million.  The additional regulations would require firms to spend more on the packaging of their toys, increasing the costs of toy companies by $40 million.  In addition, the toy companies would have to spend $15 million to hire the workers necessary to complete the paperwork showing they are in compliance with the new regulations.  Do you think the government should strengthen its regulation in this way?  Explain.
