In the Lac Operon, when lactose levels are low, a regulator gene codes for a repressor protein that binds to the operator and prevents RNA Polymerase. Thus transcription is blocked.

When lactose levels are high, the lactose binds to the repressor protein and changes the shape of it and the RNA polymerase is free to transcribe the genes.
