would a cell build up turgor pressure if its membrane were permeable to all of the molecules it contacts?

If the cell is semi-permeable than it obviously could not. On the other hand, if it is fully-permeable, probably it would increase in mass and gradually build up a turgur pressure. But, water(or any liquid) is likely to be responsible for the inflammation of a cell.
