If the answer has to be one or the other it's endocytosis however very few bacteria are even capable of endocytosis of DNA.

Usually to get plasmid DNA into bacteria we use one of two methods.

1.  Electroporation.  We use a machine that shocks the cells with a burst of electricity.  This creates holes in the bacterial membrane and DNA can get in through the holes.  

2.  Treatment with chemicals.  We use salt solutions like a solution with high calcium that also creates holes in the cell wall/membrane that plasmid DNA can get through.
