Why did the Supreme Court find that Congress was not allowed to regulate the sugar industry to prevent a monopoly?
A) There was no sugar monopoly since the company only controlled 98 percent of capacity.
B) State controls were sufficient to regulate the sugar industry.
C) There was no harm created by a sugar monopoly.
D) No mention was made of sugar in the Constitution, therefore it falls to the federal government under the 10th Amendment.
E) Sugar fell under manufacturing, which Congress does not have the authority to regulate.
