Parents pass on their DNA to children. Thus, if a parent's DNA is changed, a child will receive that changed DNA.

if a point mutation (frame shift) happened in the sequence of the DNA chain it would or could throw off  transcription and translation resulting in a change in amino acid sequence, which could have a devastating effect on protein or enzyme function, these mutations, if happened in chromosomes could lead to a heritable change. i believe Hurlers syndrome, is an example
