Why did the NRA set low minimum salaries in laundry services and tobacco production?
A) Those industries were disappearing and there was no need to prop up a vanishing labor force's wages.
B) Large numbers of African-Americans worked those industries, and racism worked against them from within the NRA.
C) Women predominantly worked those industries, and sexism worked against them from within the NRA.
