If I want to dilute a solution to make a 0.1% concentration of something, should I use serial or direct dilution to get more accurate results?

Depends on the amount you'd add by direct dilution.  If the volume is extremely small then you might not be able to dispense it accurately.  On the other hand, each serial dilution you perform introduces an error, so I don't think that any more than 2-3 serial dilutions should be used, if you go that route.
