y-k = a(x-h)^2  where (h,k) is the vertex.

y-4.2 = a(x-0)^2.

Substitute (-3,2) to solve for a:  2-4.2 = a(-3)^2,  a = -2.2/9.

The equation is y - 4.2 = -2.2/9 x^2
