Compare the porosity and the permeability of an aquifer with the porosity and the permeability of a layer of shale beneath the aquifer.

u didn't offer any numbers , but anyway porosity & permeability are ratios (percentage), so , it won't matter whether there is or there is not another layer to compare to.
