The tail looks like that of other rodents except for sparse hairs.  Is this a condition of disease, trauma or a type of congenital alopecia?

It could be from several different thing.  First off it would probably be from genetics, unless it grows back.  If it does not then it is because something went wrong with the combining of its parents genes.  If that is no the case then it could have been from either a disease or from abuse from a human that likes to torture squirrels.

Aside from mange, it could just be a fungal disease.  In the case of a fungal disease it usually just causes some patchy hair loss and if the squirrel is healthy then they usually we recover from it.  I know that if you notice some bumps or growths on the skin of the squirrel along with the hair loss then it is probably not fungal and is more than likely Squirrel Pox.
