I'm a bit confused on why would the kidney want to reabsorb carbonic acid if the plasma pH is above 7. Would it not want to release more HCO3 and get rid of it through the urine? What happens if the plasma pH falls below 7? Does it release more Hydrogen ions?

HCO3 isnt carbonic acid, it is a conjugate base with ability to accept proton. Greater is the concentration of hco3 (not h2co3) more will be the basicity hence when ph rises above 7.45 (not 7) kidney starts excreting excess hco3. And yes if ph is below 7 more h ions a excreted
