Write an expression for Ka for this process. What do you notice about Ka and Kc?

Kc is defined as the concentration of the products divided by the concentration of the reactants; in this case it is

{[H+] * [CO3^2-]} / [HCO3-]

Ka is the equilibrium constant for the ionization of the acid, which is exactly the reaction you've been given.
