Let's say i have this problem:

(7.1+.006457)/8.2

Would the answer be .86 since you're rounding to the lowest number of significant digits or .9 since you're rounding to the lowest decimal place?
Do you do it like this?

7.1+.006457 = 7.106457

since 8.2 has 2 significant digits and you're diving a number by it, you round to two significant digits. so...

7.106457/8.2= .87?

Yes, you did it correctly the answer would be 0.87. You solve the complete problem first and then round to your lowest number of significant figures, which in this case was two.
