A parallel plate capacitor has an area of A = 79 cm2, a capacitance C = 782 pF, and a separation D = 0.18 mm between the plates. What must be the dielectric constant k of the material between the plates?

The dialectric chosen depends upon the voltage rating of the capacitor. The way the capacitor is used also determines the material between the surfaces.  Capacitors intended to minimize ripple or capacitors intended to pass bands of frequencies or capacitors for starting motors.  Depends upon what the capacitor will be used for.
