The dielectric to be used in a parallel-plate capacitor has a dielectric constant of 3.30 and a dielectric strength of 1.60×107 . The capacitor is to have a capacitance of 1.50×10?9  and must be able to withstand a maximum potential difference of 5000 .

C=epsilon*area/distance where epsilon=eo*er and eo=8.854E-12 farads/meter.  area is in meters^2 and d is the separation in meters.  d must be chosen so that the cap has a high enough voltage rating.

There is no specific area for the plates - they don't even have to be "plates". I once made a piece of technical equipment that used a "gimmick: consisting of a piece of insulated wire with a few turns of bare wire wrapped around it - probably a few picofarads.
