1. Explain that groups can lobby the president, White House staff, and/or specific bureaucratic agencies.
2. Describe the major techniques that groups use, such as issuing reports and offering testimony at administrative hearings.
3. Describe one or more objectives of interest groups in lobbying the executive branch, including either tightening or loosening regulations, influencing statutory interpretations by agencies, and influencing agency budgets.
