Both the xylem and the Phloem can be used to transport "food" and nutrients,

The Xylem works from the ground up; bringing water and nutrients from the roots upwards where they are needed for photosynthesis, growth, etc.

The Phloem works top-down: Since photosynthesis is used to synthesize sugars for plants--and is occurring in the upper exposed leafy portions of plants--this energy needs to be transported to the rest of the plant tissue and the Phloem offers that pathway.  

Although plants fix their own carbon so they don't really need "food" Slight Smile
