Can small non-polar molecules or small uncharged polar molecules be transported across the cell membrane against their concentration gradient via transporter proteins, or do they always diffuse?

They will only diffuse if they are going down their concentration gradient. If you want to saturate a cell where there is no concentration gradient, then you'd need a transporter that uses a source of energy.
