How do you find an unknown current when you are only given voltage and another current?

It depends on the circuit. It may or may not be possible to determine by the ratios of current that flow in the different parts. A simple case is if the current given is through an element in series with the unknown current, then they are the same..

Kirchhoff's first and second laws may help.
