just because he didn't have the element in hand, the knowledge of the number of protons, neutrons, and electrons gives one the idea of the stereochemistry associated with each of the unknown molecules, and an idea of how it would react. For example, if the outer valence shell of an unknown (probably relatively large) atom is full, it is unlikely to be reactive
