Sunspots are on the surface and move with the surface as the sun rotates.
1. Sunspots tell us the direction and speed of the sun's surface rotation.

Sunspots occur in 11-year cycles (though some are as little as 8 or as much as 14 years long) with an increase in sunspots at the maximum point in the cycle.
2. Sunspot numbers tell us where the sun is in its sunspot cycle, and if it is increasing toward the maximum or decreasing toward the minimum.

Watching and timing sunspots as they travel across the Sun's face allows us to measure the rotation rate and determine it does not rotate as a solid body. It experiences differential rotation with different rates near the poles and equator.
